In the new millennium information superhighway is undergoing rapid growth. The Internet and other telecommunications technologies are promoting advances in virtually every aspect of society and every corner of the globe: fostering commerce, improving education and health care, promoting participatory democracy in the everywhere, and facilitating communications among family and friends, whether across the street or around the world. Unfortunately, many of the attributes of this technology - low cost, ease of use, and anonymous nature, among others - make it an attractive medium for fraudulent scams, child sexual exploitation, and increasingly, a new concern known as "cyberstalking." Cyber crime is an evil having its origin in the growing dependence on computers in modern life. In a day and age when everything from microwave ovens and refrigerators to nuclear power plants is being run on computers, cyber crime has assumed rather sinister implications.
Recognizing theses aspects and the implications of cyber threats, the CID is developing a Cyber Crime Unit under the Special Operations Group to manage and direct this developing program. The CID is increasing its capability to identify and neutralize enterprises and individuals who illegally access computer systems, spread malicious code, or support terrorist or state-sponsored computer operations. The Computer Crime Analysis Lab will be equipped with the latest equipment and expertise to deal with all types of computer crimes, computer frauds and computer abuse. The lab will have the capability to handle cases pertaining to hacking, spread of virus, pornography, manipulation of accounts, alteration of data, software piracy, creation of false Web sites, printing of counterfeit currency, forged visas, theft of intellectual property, email spamming, denial of access, password theft, crimes with cell phones and palmtops, cyber terrorism and steganography, the transmission of secret codes concealed in pictures.
The fight against cyber crime crime is a formidable task, but the heightened public consciousness, increasing governmental concern and mutually dependent interest of the international community do give us a ray of hope. No law enforcement effort can succeed without creating public awareness against organized crime. It is with this objective that the CID Website has been created as the Criminal Investigation Department appreciates that Investigation is not just a “job” – it is an acceptance of the responsibility of ‘protecting’ and ‘serving’ – it is accepting the responsibility to uphold and protect the law.
